[PARC] Club meeting

According to PARC bylaws; "All members in good standing shall have 
voting privileges and all the rights and privileges of membership. It 
doesn't clearly say that non-members can vote. To my memory, there never 
has been any challenge to any votes to have *invoked a strict membership 
vote*."  I do not believe that we have ever had a vote since I was 
President, that was ever challenged  to invoke a strict membership vote, 
but that could someday arise.

I would strongly suggest that in the future, all votes be preceded with 
a reminder that only paid members are permitted to vote.

In the past, all meetings have always been to open to the public. 
However, with the advent of Zoom meetings, I personally feel we need to 
proceed with some caution and create a policy to address all issues that 
have been mentioned.
