According to PARC bylaws; "All members in good standing shall
have voting privileges and all the rights and privileges of
membership. It doesn't clearly say that non-members can vote. To
my memory, there never has been any challenge to any votes to have
invoked a strict membership vote." I do not believe that
we have ever had a vote since I was President, that was ever
challenged to invoke a strict membership vote, but that could
someday arise.
I would strongly suggest that in the future, all votes be
preceded with a reminder that only paid members are permitted to
vote.
On a personal, a fair number of those at our meetings are not
paid members but they get to vote on club maters anyways.
In the past, all meetings have always been to open to the public.
However, with the advent of Zoom meetings, I personally feel we
need to proceed with some caution and create a policy to address
all issues that have been mentioned.
