[TrunkCom] encryption use with P-25 on the rise?

I don't know about that Jeff. The majority of the MPSCS system is "in 
the clear" including Detroit, so it must be a Kalamazoo thing. Someone 
probably wants to control the content thats broadcast on the taxpayers 
trunked radio system, or maybe someone at Motorola initially told them 
that nobody could listen in to there digital system with a scanner.
