This is correct.  Don't sosme systems have plans that
certain agencies have priority over othere in the
event of an emergency?  Also, do NOT some agencies
have acesss to Radio (Read Cell - Well they are
nothing but fancy two way radios tha tact like phones,
eh?) Phones and can bump the John Q Public in the
event of an emergency?  Although I do NTO know how any
of the above would work.
