Depends on the area you're in.  If you're in southeast Florida (where the
new system hasn't been completed yet), set it as Motorola Type 2.  If
you're anywhere outside of southeast Florida, you're out of luck.  The
EDACS system they are switching to cannot be monitored with any scanner. 
The system uses Pro-Voice digital (which is not APCO-25 compliant), plus
encryption on the voice channels and ESK (which encrypts the control
channel).
