[TrunkCom] rebanding and an update with Grosse Pointe

Well, this should be interesting, and will be a few years out still, and
hopefully all that will need to be done is just reprogramming all the user
units, but I would think that patching from band to band would be a
concern since it isn't like patching trunked to conventional like they did
when we made the cut over in 2001.  Also, it is because of Canada why we
haven't gotten 700 MHz here in Michiga yet.
