Agencies with NPSPAC 866-869 frequencies will hove those frequencies
moved down 15 MHz to the 851-854 range, which is the new NPSPAC band.
The negotiation process is scheduled to begin in Ohio, Michigan,
Northern PA and northwestern NY (also southern TX, southern CA, NM and
WA) around June 2006; those areas are part of "Wave 4" because they are
border areas and certain treaty issues must be worked out with Canada
and Mexico.
