Actually no, it will not become a splinter system, at least not for sure.  
The bandplan for frequencies from 851 to 854 Mhz is changing to 12.5khz 
steps.  The current bandplan goes in 25Khz steps.  The only real difference 
between the current standard and splinter systems is the base frequency in 
the band (851.0125 vs. 851.0250).

With the new bandplan, depending on the negotiated treaty with Canada, all 
channels with 12.5khz bandwidth will be used.  This will change the channel 
to frequency map that is currently used on 3600bps control channels, which 
will break most scanners that are out there.  This includes the Grosse Point 
system.

9600bps systems like the MPSCS use a different channel to frequency map or 
bandplan.  Those systems start at 851.00625 by default, with 6.25khz steps. 
For this reason, 9600bps systems will work with all scanners that are capable 
of working this these control channels.

There is a belief that there will be a workaround for the Pro-96/Pro-2096 
using tables to create the new band plan/Channel map.  We won't know for sure 
though until the first 3600bps systems are rebanded.
