[TrunkCom] rebanding and an update with Grosse Pointe

So this makes them to be splinter systems with the Pro-96 then? Also, by
the way there are no plans believe it or not to move the Grosse Poitne CC
to 9600, so an older first generation digital scanner will work just fine
with that system. Also, the county hasn't installed anything in Grosse
Pointe for the county, and as we talked about on the other list Detroit's
move is taking it's time and there is no encryption for Grosse Pointe, at
least not for now.
