[TrunkCom] cut over strategies for moving users to 800 MHz

Jerry, have you not been paying attention lately? With the NexTel Funded 
re-banding, that system in Cleveland is almost paid for already. On top 
of that, there is still lots of Homeland Security monies that the feds 
can give them if needed.
