[TrunkCom] cut over strategies for moving users to 800 MHz

I read that the same is supposed to happen to
Cleveland Ohio. They will go from VSLEP to P-25 and
become a system of Ohio M.A.R.C.S.. With the way the
budgets are now-a-days, we will see if this happens
any time soon.
