[TrunkCom] cut over strategies for moving users to 800 MHz

Hi Chris an the group. I was up in your area last weekend and noticed that
several groups from the old analogue were patched to the MPSCS, and didn't
hear too much else on MPSCS, but with the Pro-96 I tried a little experiment
and looked for control channels that weren't as strong as the one I was
nearest too, and heard pleanty of other things, but as I said in Detroit
right now it appears as though some of the people who were on the old type I
system have moved to the new sub system. I had heard that Saganaw's cut
over was delayed because of money issues.
