[TrunkCom] OpenSky Talk groups

I was listening to the MPSCS at the time, with some monitoring of Oakland 
County Type II while they were setting up the patches.  I have no access to 
the OpenSky system, so I can't comment on it.  There have been times when 
Farmington has been patched into the MPSCS.  In those instances, the audio 
on the MPSCS has been very muffled and difficult to understand.
