[TrunkCom] OpenSky Talk groups

The Network first demo occured probably about a year and a half ago.  They 
were showing how people on the OpenSky system could talk to people on the 
Oakland County Type II and MPSCS.  Supposedly it was a big success, but the 
patch never sounded very good to me any of the times I heard it used.
