[TrunkCom] FCC says "250D" has NOT been type accepted.

In Cleveland, Ohio, for their VSELP system, you can purchase an ASTRO 
Saber radio, and have it programmed for certain talkgroups in receive 
only mode AFTER you go to City Hall and pay $100 for the permit and a 
monthly fee to listen to said talkgroups. Whey issue you a 
certificate/letter that says you are allowed to have the radio and are 
allowed to monitor said talkgroups if you ever get questioned by the 
overzealous CPD.
