Well, according to some things I read the towers would be located on
property owned by the state already, and that if a county or whatever
doesn't want a tower in the town they can suggest another location, but if
that doesn't work with the other towers, then it will have to be built in
the original spot. I'm beginning to think that is what happened
here. Also, form what I have heard many of the local governments on the
MSP system don't like the fact that it doesn't have portable coverage like
it does mobile.
