[TrunkCom] could skip be the cause of Motorola type I system to fail?

Good morning everyone.  I've noticed here the Detroit, Michigan type I
trunked system that is used for some police operations, and other city
services has failed, and I noticed that one time when it failed there was
another control channel on what was the control channel before the system
went down.  I've been noticing that channels for the Detroit and other
systems have been chosen. Has anyone else atributed a system failure to
skip?  Any information would be helpful, and thanks.
