Funny, the article mentions how the system is out of date but doesn't
mention how (did I miss something?).

What's out of date about a fully APCO25 compliant system?

I suspect the local municipality balked at the rate Michigan wanted to
charge them to colocate on their tower and raised a stink.  Guess they'll
learn the hard way how much money it costs to erect and maintain a tower.
