Hi,
We do not have a national database of phone numbers, as some offices do not
want their numbers going out to people they are unfamiliar with.
That said, every office is monitoring social media, so their Facebook page,
or Twitter feed is a good way to get hold of them. Make sure to let them
know you are a trained spotter, and with which NWS office. Also, many have
an online reporting form as well such as this one:

We are looking at a mobile reporting link, but as with anything we do in
the Government, change is slow, but we are working on pushing that forward.
