The attachment, from the State of Nebraska, addresses credentialing.
Locally our emergency management office credentials volunteers. Many of
our volunteers are Skywarn participants.

In 2007, the Brainerd Area Amateur Radio Club wrote "John compared this to
the way Skywarn training, credentialing, reporting to the National Weather
Service (NWS), works." http://bit.ly/1hPnpiT

In November 2010, I blogged that "I AM in favor of Skywarn training and
credentialing." http://bit.ly/1eWs0tG

I hope that helps.
