While http://www.stormready.noaa.gov/contact.htm may be helpful, the best
way to get the phone number is to go to http://www.weather.gov and enter
the name or zip code of the place you are.  The phone number is at the
bottom of the result page.  There will also be a link to the report form,
if one is used.

Again, your local office or the last office for which you have a number
could help relay the information.

It's always good to plan these excursions before you excurse.   :)
