I would, and I have, IF there is a Skywarn net operational.

For example, the last time I was at FEMA training, if I had my handheld at
all, there was no net operational.  I sent the report to Sterling on NWS
chat.  I have also just called them.  Had I not thought to get those
"hailing channels" open, I could have called my local office for relay.
 That is useful in the unlikely event that I am traveling and don't know
which weather service office covers the turf.

Then there is the issue of local SKYWARN net control operators not knowing
what I know.  I have observed times when the local NCS did not want to take
my report because I was not in "their" system.

THEN there's the issue that, just as everyone on this is list not a Ham
Radio Operator, not everyone in Skywarn is a ham.

Just as I expect to have three ways to get warnings from the Weather
Service, I expect to have three ways to get information to them.
