[Elecraft] KDVR3 "not installed"

Hi, I'm going through my option mod enables and  all is well until I get to 
the KDVR3 voice recorder and the main tuning dial  does not move the 
display off of "not inSt".  The KDVR3 is definitely  physically installed, in fact 
this is the second one I've installed because the  first one wasn't 
recognized either.
 
What could my problem be?
