[Elecraft] P3 Waterfall

It's not a matter or the notch being within the AGC loop (although
it should be for other reasons).  The P3 is fed from the output of
the first mixer - before the "roofing filter."  That's the only
place to get a 200 KHz +/- bandwidth.
