I sent an email to Dan Henderson at the ARRL.

Here is his answer which I think is in accord with my last email and
interpretation.

However , the officers of the club  have the responisibility for the proper
final decision.
I am just providing the feedback.
It seems clear to me ,though.

Joe:

The intent is to introduce people to ham radio.  A seasoned operator really
doesn't fit the bill.  For example, between 1970 and 1980 I earned BPL
numerous times, earned a DXCC and several band WAS awards, etc.  Then from
1980 to 1994 I was off the air because of work, etc.  When I got back on
the
air, I earned another WAS award in 4 days. I was certainly not the type of
person the GOTA station was designed for, even though I had been inactive.

If the GOTA station is ONLY operating on HF, the operator must never have
made HF contacts.  If it is designated to operate on both HF and VHF
(within
the rules of only allowing one transmitter on the air at a time) then the
two year rule comes into play. We encourage groups to use their best
judgement and sense of fair play with the station.  Bringing in a ringer
(such as a seasoned op who has been away at college for a couple of years
but wants to come back to play Field Day) is not in the spirit of the
station.  Its primary intent is to be a "newcomers" station - to allow
someone without experience a chance to get their feet wet.

There is some confusion regarding the operation oif the GOTA station.

Can a seasoned operator operate?

The rules seem to say that some one who has not operated in the last two
years or so is inactive and therefore can operate.

Of course, the control operator can be seasoned but not operate.

Can you please clarify.
