section 4.1.1.12 says "Novice, TEchnicians or generally inactive hams" may
operate.
GOTA FAQ question #7 says:
"If the GOTA station is operated on HF bands, a licensee who has never made
HF contacts would be considered inactive."
GOTA station FAQs question #8 at the bottom says "It would not be
permissible for a seasoned operator to operate the GOTA station"
The FAQ are explanations of the rules for those who may misinterpret them
or need explanation of terms. I suppose if you get a lawyer, you could
argue the point.
On one hand, we talk about the "spirit of the club".
On the other hand we talk about the letter of the law.
We can ask the ARRL.
The way I see it, a Novice, Technician, General, Advanced or Extra may
operate the GOTA HF station if he has never made an HF contact.

Refering to the discussion of the " seasoned operator " for the GOTA, I was
looking at the 2002 ARRL FD rules in section 4.1.1.1 thru 4.1.18. In no
place do I see anything that say's a seasoned operator cannot operate.
I have the 28 page copy, could someone point out in which section it states
to the contrary?
