[PARC] *Corrected* PARC Activities Survey

$35 a year for a single membership $13 surcharge if you aren't a member of
RAC. The surcharge is because we get insurance through RAC and we have to
pay $13 extra per non rac member.

There is plans to do other surveys about gaining membership etc this is to
do with club activities. I only recently took over before the summer break.
One problem at a time.
