Well, a lot of the police officers and people here in Rochester don't even think that we have any digital scanners now but will let you monitor the project 25 stuff now. I also have the same concerns about open sky or ProVoice. My understanding with open sky is that you can't even program the radio from Harris for open sky unless you know the IP details about the system. Interestingly enough, one agency in Michigan who is on the open sky Oakland County. They think that sometime in the future there will be a scanner that will allow people to monitor open sky oh I don't see it happening. When I first moved out here in 2008 they were still working on the open sky contract for the state of New York which has been canceled. When I first moved here, I did hear some open Skype data I need hundred megahertz but it is gone. For the most part, 800 MHz is dad other than Eastman Kodak. Whether they decide to encrypt things once they move is anyone's guess but I'm keeping my fingers crossed that it doesn't happen. Also, as I said before the cost of upgrading should be a concern. Monroe County and Rochester have some budget issues.
