[TrunkCom] need help with making a scanner purchase decision

To do just a bit of follow up on Dave's point here. When we in Chattanooga
TN went to a P25 system. We were told that it would be encrypted for most
operations. However, so far. Knock on wood. This hasn't happened. Only 1 or
2 talk groups use encryption. The Police Departments SWAT Channel & a couple
others like it.
My understanding is that encryption dramatically increases the cost of the
system on a per user bases. & also increases the cost of radios. So it seems
that most agencies are using it as limited as possible. I know myself. There
is much discussion on encryption. I personally am more worried about systems
such as Open Sky & things going more towards a VOIP type system. Such as
something like Zello or Heytel, etc. Or systems which will use cellular
towers or such than I am encryption in its present form on P25 systems.
