Click on this site. It states Monroe County is supposed to be
operational in early 2013. It shows one site with all 700mhz frequencies
but no talk groups yet called "North Monroe County Simulcast"
Unfortunately I can not help answer your question about scanners that
work with screen reading software. About encryption almost every new
system is being delivered with that option, depending on the contract
involved. Usually encryption is determined by the agency's that use the
system once it becomes operational. Harris also promotes voice
transmissions that can not be monitored by any scanner. RR link claims
voice will be "common Apco 25 interface" which should be able to
monitor. My guess it will be sometime before this system is operational.
