[TrunkCom] need help with making a scanner purchase decision

HI everyone, I just was checking on line and here in Rochester, and Monroe County and the rest of the Finger Lakes they are constructing a 700 MHz Project-25 trunking system.  It is being built by Harris, and my current equipment does not track 700 MHz.  
    I guess my questions are is this new system going to be encrypted and also, if it is not what scanner would be my best bet with regard to software that will work with a screen reader such as JAWS?  
    Also, how far a long are they with building the system?
