[TrunkCom] Monroe County, NY, mystery trunked signal

There is no base and offset.  All that is happening is that someone 
(probably a tech at Radio Center) is retransmitting control channel 
signals from far-away trunked systems over a no-longer-used UHF channel. 
   Massachusetts SP operates on 800 MHz, not UHF.

More than one SysID has been monitored on this frequency.  I suspect 
that someone is playing with some sort of interoperability bridge.
