There are no plans for Monroe County to go trunked.

Did you find this control channel on 460.300 MHz?  There has been 
extensive discussion of this signal at RadioReference.com already.  It 
is apparently retransmitting signals from other trunked systems.  One of 
the SysIDs detected was 0d14, which is the Massachusetts State Police 
system.
