[TrunkCom] rebanding starting in Michigan

With EDACS and LTR you have to have them in LCN order.  With Moto on the
96 you'll have to do some tweeking of the channel settings.  With P-25
from what I've heard all the data is included in the control channel to
track the systems from what i've heard.  However, if you have p-25 on
VHF/uHF with the 96 you still have to use table settings for them.
