I'd bet you a significant amount the actual main cpu CAN be
flashed, but for FCC cell modification NPRM compliance the procedure to
do this and any security codes required aren't public... thus RS (if
they still are alive as a business at that point) no doubt has in house
software to do this if required in the future ... and maybe some kind of
special cable or connector to gain the required access.
