All systems nowadays are advertised as "secure". Our statewide system  
in Alaska is advertised as such but it still monitor-able with only  
*some* agencies encrypted. I think the "secure" they talk about it's  
more related to: less likely to be hacked, interfered with or to have  
unauthorized users with "rogue" radios and such. Gone are the days of  
people buying a cheap trunking radio on eBay and program it to  
monitor (and sometimes illegally transmit) on a system.

I thought the system in question was already being monitored as we  
speak? You can also see on the database that there's already some  
confirmed talkgroups submitted.....
