[TrunkCom] A Nationwide Radio Scannable P-25 Systrem

Why wouldn't they just do what they already are doing in trunking in the
fedral bands?  I don't know to the extent though, but the update on
radioreference.com talked about secure communications, but I don't know
who will be encrypted and who will be clear.
