In a nutshell, on SmartZone or networked trunking systems, when a
particular site is working independently and disconnected from the
Zone controller and the rest of the system. It doesn't update and
"hand off" the system traffic to other sites, etc. but it does work
properly with the radios directly affiliated to it. I'm sure someone
else might explain it better....
