MultiNet might have been marketed to public safety, but it is not a good 
system for public safety.  It lacks several features of Motorola and EDACS 
systems.

To add info for the original question, MultiNet includes the control channel 
as a voice channel in the regular rotation, so VOC is an inherent feature. 
I haven't seen any reports of single-channel MultiNet, though.
