[TrunkCom] Lower mainland EDACS system with live audio

Well, on the medical records side of things you don't dare do anything
that is even minor.  This includes looking up one's own records or records
 of people who you don't work with.  At the hospital I volunteer at I took
some on line courses that outline all these and grave penalties!
	On another note, some fire departments and EMS agencies encrypt,
like in Philadelphia.
