[TrunkCom] Lower mainland EDACS system with live audio

This is very true. However, HIPAA doesn't cover the information passed 
via radio from EMS provider to receiving Emergency Department. Only the 
medical records.

I've seen a few heated discussions about HIPAA and what it does/does not 
cover.
