Hard to say which systems would get upgraded. It all depends on the  
bandwidth necessity among other things, as in "do they need even more  
channels within the approved and licensed spectrum they already  
have?". Funding and many other factors would come into play also, so  
who knows when we'll see the first Phase 2 system unless it's new one  
that starts right off as a Phase 2 for example.

Who knows......
