[TrunkCom] while we are on the subject of encryption

WHat systems will be upgraded to phase II?  Michigan's system seems to
geet the latest upgrades to Astro.  What about our equipment when Phase II
comes a long will there be any wait time for equipment upgrades or new
equipment?
