[TrunkCom] can we decode encryption?

Montclair was mentioned. See my last post. As for the arrangements of
encryption and monitoring, are t there any places that do encrypt, but
allow for certain groups I.E. ham operators and news media to monitor the
system? This is where it would come in handy for a scanner that can be
keyloaded and then one wouldn't have to spend the $$$ for a Motorola
portable.
