[TrunkCom] can we decode encryption?

Dear polishdude
As i look at radioreference.com it appears that they list Montclair NJ as a 
motorola type II smarytet system with analog voice.. However when i programmed 
my pro94 trunking scanner, all i was able to hear was the normal buzz sounds 
from a data channel everytime it sounded like an officer was trying to talk.
Do you or does anyone out there know if i need to purchase a digiatl scanner 
or is Montclair fully encrypted as of now?
