It would be both extremely non-trivial and illegal to decrypt those comms.
Heck, if you are bound and determined to break the law, might as well
steal one of the police radios! (I won't be held responsible for legal
fees, jail time, "dates" with Bubba, etc.)
Seriously... While I wouldn't advocate breaking the law, I can understand
your frustration. No one coughs up the big bucks for a trunk tracking
scanner so they can listen to white noise (or nothing at all).
Bottom line though is that you may be risking getting booted off the list
by asking how to do something illegal.
