Hi Colonel:

The state of Florida in Jacksonville is now EDACS digital which cannot be
monitored with any scanner, including the 796D.  Jacksonville is showing
as a Motorola Type 2 system, so you will be able to monitor them.  I
would suggest going to the website http://www.radioreference.com and
there you will find all of the frequency and talkgroup information you
need.
