[TrunkCom] problems with Detroit's MPSCS subsystem

Hi Jeff,

When we (DC PD) went digital a couple years ago, our XTS-
3000's came with some bad batteries that wouldn't hold a 
charge for the entire tour of duty.  We immediately replaced the 
batch of batteries, and have not had that kind of problem 
since.  I might be wrong because I'm going on memory, but I 
think the bad batch of batteries were aftermarket, and not 
Motorolas.
