[TrunkCom] partial encryption and if so how is this possible?

I don't know if it's intentional or not, but I think it's probably more of
an oversight... one user forgetting that their radio is in the open mode.
This is easy to do because in our case, we may come out of encrypted mode to
talk to the dispatcher, then forget to go back into encrypted mode when
doing field surveillance.  Either way, that's no longer a problem for us
since that was before we went trunked.
