[TrunkCom] cut over strategies for moving users to 800 MHz

I thought they had the full system up but were just waiting to move people
over. I've seen police TG ids, but nothing for fire and EMS yet. Will they
be making the cut over, and if so when? I had heard that they didn't want
to go digital. Also, what about encryption, and patches to other things,
and has anyone heard when other systems will go to 9600 in the area?
Everything else I.E Down River, Western Wayne and Grosse Pointe are still
3600. I'm just curious though if this is the case with cut overs with
larger cities with moving non public safety people to the newer systems?
Also, I'm curious to know why a lot o f larger cities have historically gone
to trunked systems for non-public safety and some select police groups such
as detectives and narc?
